Cut your flags into cute shapes for the occasion… hearts, stars, half circles, wreaths! Anything!
You could make a paper chain to hang flags from. Or make it out of pipe cleaners like they did at Country Living:

I suggest using hot glue to attach the flags to the ribbon or chain for a stronger hold.
MOMS make these with your kiddies… they are simple and sweet : )
